摘要
对亚洲基础设施投资银行(简称亚投行)在"丝绸之路经济带""21世纪海上丝绸之路"高速公路建设中PPP项目的风险进行了研究.通过专家调查法识别出此类项目的七个主要风险:政策风险、金融风险、不可抗力风险、建设风险、市场风险、技术风险、运营风险;通过风险分担博弈模型的构建和分析,提出七种风险在公共部分和私营部门之间的一种分配方案;以M高速公路项目为例,应用层次分析法,指出公共部门和私营部门需要重点防范的两种风险;最后提出了风险防范的有效措施.
This study analyzes the risks of the PPP projects in the highway construction of the Silk Road Economic Belt and the Silk Road on the Sea in the 21 st Century for the Asian Infrastructure Investment Bank（ hereinafter referred to as the Bank）. Seven major risks of such projects are identified through the expert investigation method,which include policy, finance, force majeure, construction, market, technology and operation.Through establishment and analysis of the risk sharing game model,a risk arrangement of these seven risks in public and private sectors is proposed. The M highway project,as an example,is analyzed by the analytic hierarchy process（ AHP） to point out that these sectors should pay great attention to prevention of two kinds of risks.Finally,some effective measures to prevent these risks are put forward.
