摘要
经济发展阶段是科学制定财政政策的重要前提和基本要求,随着中国经济进入新常态,将对财政政策调控产生显著影响。本文通过分析四个不同经济发展阶段生产要素特征的变化,全面、系统分析其与财政政策之间的内在逻辑关系。经济发展新常态下的财政政策调控要突出重点,从支持供给侧结构性改革的角度看,要重点支持促进人力资本积累,着力加大对市场主体创新的鼓励和支持,着力营造良好市场竞争环境,为市场高效配置生产要素创造外部条件。
Economic development stage is an important prerequisite and basic requirement of the scientific development of fiscal policy, and with the Chinese economy stepping into the new normal, it will have a significant impact on fiscal policy regulation. This paper analyses the characteristics of the four different stages of economic development, studies the inherent logical relationship between them and the fiscal policy systematically. The fiscal policy regulation under the new normal should have its focus. From the supply side structural reform perspective, we should focus on supporting the promotion of human capital to encourage the market innovation, and strive to create a good market environment, create external conditions for the efficient allocation of production factors for the market.
