摘要
当前各地的社会组织孵化器建设上存在行政主导、重数量轻质量、自我造血能力低和陷入工具主义误区等四大问题。要确保孵化器建设的有效性,政府必须转变理念,尊重社会组织的主体性,构建平等、协商合作的良性政社伙伴关系,充分挖掘社会组织内藏的社会资本,选择融合—孵化的构建模式,转变输血方式,发挥政府资金的倡导作用,为社会组织提供展现自我能力的平台,提升社会组织的自组织和执行力。
There are four major problems in the construction of social organization incubator,such as administrative dominance,paying much attention to quantity but less to quality,low capacity of self hematopoietic,and falling into the error of instrumentalism. To ensure the effectiveness of the incubator construction,the government must change ideas,respect subjectivity of social organizations and establish benign government-civil relationship based on equality,consultation and cooperation,fully tap the hidden social capital in social organizations,choose the construction mode of integration-hatching,change the way of ＂blood transfusion＂,and play government funds as an advocacy role,so as to provide a platform for social organizations to enhance their abilities of showing themselves,and to improve their own self-organizing and execution.
