摘要
伴随全球化与后工业化浪潮成长起来的大数据,不仅具有高度复杂性与高度不确定性特征,还具有自身新的时代特点。作为一把双刃剑,大数据在为人类生产生活带来便利的同时,也使政府在社会治理中面临着数据安全管理、海量数据信息困扰、数据决策盲目依赖等方面诸多挑战。合作治理以价值为依据,不仅充分考量大数据时代的内在特性,同时也充分利用该时代所带来的资源与契机,是政府应对大数据时代冲击与挑战的必然路径选择。
The big data is associated with globalization and industrial processes. In addition to its high complexity and high degree of uncertainty characteristics, it also has its own new features. As a double-edged sword, large data brings convenience for the produc- tion and living of human life. But at the same time, it also makes the government face kinds of challenges, such as data security man- agement, massive data and information problems, data decision blindly and so on. Cooperative governance which is based on value, not only takes full account of the inherent characteristics of the era of large data, but also takes full advantage of the resources and opportu- nities brought about by the era. So it is the inevitable path of choice that the government responds to the impact of large data era.
