摘要
政府作为公共政策单一的权力主体已不符合社会发展和政府治理的要求。文章在分析公民参与公共政策过程的深刻背景和价值的基础上,针对我国当前公共政策领域中涉及公共政策制定、执行及监督等环节存在的诸如体制不健全、参与渠道窄等问题,提出需要从理念、制度、渠道及平台等方面来提升公民参与公共政策的有效性。
The government, as a single power subject of the public policy, does not meet the requirements o~ social development and government management any more. Based on the analysis of background and value of civil participation in public policy process, the paper suggests that efforts should be made in ideas, systems, channels and platforms to enhance the efficiency of civil participation in public policy to tackle such problems as imperfect systems, narrow participation channels etc. existing in public policy making, execution and supervision.
