基础教育改革中城乡课程公平问题及对策——基于中小学英语课程改革的视角 被引量:6

摘要 课程公平是教育公平的核心内容,我国的基础教育课程改革中存在着诸多城乡不公平的现象。从基础教育课程改革中的一门重要课程——英语的视角分析,依据课程公平的实现阶段和课程的内部要素可以看出,英语课程在课程规划、课程实施以及课程评价三个阶段均存在城乡课程不公平的问题。课程政策定位"城市中心"、城乡社会二元经济结构、忽视城乡差异与不注重过程性评价,是造成城乡基础教育英语课程不公平的主要原因。基于以上原因,应在课程评价上"尊重差异",在课程实施上"缩小差距",在课程规划上"创新机制",以促进城乡基础教育英语课程公平。 Curriculum fairness is the core content of education fairness. There are a lot of inequities between urban and rural areas in the curriculum reform of basic education. From the perspective of English curriculum,according to the realization stage of curriculum equity and the internal elements of the curriculum,it can be seen that there are three stages of English curriculum in curriculum planning,curriculum implementation and course evaluation. The urban and rural curriculum is not fair. Curriculum policy orientation "city center",dual economic structure of urban and rural society,ignoring the differences between urban and rural areas and process evaluation's short is the primary cause of urban and rural basic education English course unfair. Based on the above reasons,the author puts forward three measures: respect differences in curriculum evaluation,narrow the gap in curriculum implementation,and innovate mechanism in curriculum planning to promote the equity of English curriculum in urban and rural basic education through a number of specific measures.
