摘要
文章从政策目的和标准、图书馆责任、电子文献、内容标准、技术标准、长期保存、组织规章、版权声明和版本信息等9个方面对德国高校开放获取知识库政策进行了分析,得出了政策起点高、目的明确、体系完整、内容全面、可操作性强等特点。国内高校需要借鉴德国的经验,推动国家、社会和机构制定出切实适合国内出版界、图书馆界和科学界的开放获取政策。
This paper analyzes the details of Open Access Repository Policies on issues of objectives and standards, library responsibility, electronic documents, content standards, technical standards, long-term preservation, organizational regulations, copyright notice and version information. It shows characteristics of Open Access Repository Policy of Germany University such as high starting point, clarity of purpose, completed system, comprehensive content, and strong operability. Domestic colleges and universities need to learn from the experience of Germany Universities to promote national, social and institutional organizations to formulate a series of suitable OA policy for Publishing industry, Library and academic community.
