摘要
鉴于全球气候变化对世界经济社会发展形成一种不可逾越的刚性约束,全球气候治理体制将在很大程度上决定各国在未来国际分工中的地位,任何力图重塑国际秩序的国家都必须顺应低碳转型的全球性潮流。全球气候治理正在成为撬动当前国际秩序转型的重要杠杆,推动国际秩序转型朝着特定的方向发展。如果说走向低碳经济是未来世界各国组织其经济社会活动的必然选择,那么低碳化转型越成功的国家在国际秩序转型进程中就越会占据主导地位,从而在未来低碳经济时代掌握主导权。一般而言,国际秩序由国际规则制定权分配、国际制度、国际观念构成。全球气候治理的根本要义在于促使世界向低碳经济转型,这对世界各国实力的此消彼长产生深远影响,最终会影响国家间的实力对比变化、国际制度的建设和国际观念体系的重构,这从根本上决定了国际秩序本身的内涵与特质。中国正在成为影响和解决全球气候变化的重要力量,在全球低碳化转型的道路上,中国担负着特殊的国际责任和绿色使命,中国的发展道路和战略选择不但会决定中国在未来国际秩序中的地位,也会在很大程度上决定未来国际秩序的内容。
Global climate governance will determine to a great extent each states po-sition in international division of labour in future given global climate change exerts animpassable rigid constraint to world economic and social development. Any state whichstrives to rebuild international order has to conform to the global trend of low-carbontransition. Global climate governance is becoming one pivot point and lever could pro-mote the international order transition and driving it to go forward a certain direction.Towards low-carbon economy has become an inevitable choice that each state organizesits economic and social activities, so the state which transforms more successfully intolow-carbon economy will take the dominant position in the process of global low-carbontransition. Generally speaking, a certain international order is constituted by distribu-tion of international rules making power, international institutions and international con-cepts. The fundamental essence of global climate governance lies in promoting globallow-carbon transition which has far-reaching influences on the growth and decline ofeach states strength. This influences change of power among states, construction of in-ternational institutions and reshaping of international concepts, which fundamentally de-termine connotation and features of new international order. China is becoming an im-portant game player to influence and resolve global climate change. China takes specialinternational responsibilities and green development mission on the road to global low-carbon transition. Chinas development path and strategic choice determine not onlyChinas position and rights in the future international order but also the connotation offuture international order.
