摘要
新的时代背景之下传统的犯罪现场勘查模式已无法满足公安机关打击犯罪的需要,从更深层次上来说是现场勘查中侦查权力的配置出现了问题。主办侦查员制度突出主办侦查员在犯罪侦查中的主体地位,而犯罪现场勘查作为刑事侦查的重要环节主办侦查员在其中也理应具有主体地位。因此,在此基础上可以构建一种以主办侦查员为主体的新的犯罪现场勘查模式,以实现在犯罪现场勘查中侦查权力的合理配置。
Under the new era background, the traditional crime scene exploration model has been unable to meet the needs of the public security organs to combat crime. From a deeper level, the problem is the Power allocation in the field of crime scene investigation. Host-scouted System highlights the subject position of the investigator in the crime investigation, and Host-scouted investigator also has a dominant position in the crime scene exploration as it is an important part in the criminal investigation. Therefore we propose to build a new crime scene investigation model which Host-scouted investigator is taken as the main body to realize the reasonable allocation of the power in the crime scene investigation.
