摘要
特朗普上台给朝核问题带来了更多变数。与奥巴马政府相比,特朗普政府更加重视朝核问题给美国安全与声誉带来的威胁,在政策手段的选择上也会更有灵活性,并充分体现其实用主义谈判思维与以实力求和平的原则。在朝鲜紧盯特朗普政府并发射中远程导弹进行试探、韩国仍然深陷朴槿惠弹劾案引起的政治僵局之际,特朗普的政策选择将在很大程度上决定未来半岛形势的走向。在此战略节点上,中方应该主动出击,推动各方有效管控当前形势,协调重启谈判的方案,把朝核问题推向和平协商并最终解决的轨道。
Trump coming to power brings more variables to the Korean nuclear issue.Compared with the Obama administration,the Trump administration would pay more attention to the threat posed by the DPRK nuclear issue to the safety and reputation of the United States,be more flexible in the choice of policy instruments,and reflect fully its pragmatist thinking on negotiation and the principle of peace through strength.The policy options of Trump will largely determine the situation of the Korean peninsula in the future,as the DPRK is observing at the Trump administration and test-firing a long-range ballistic missile,while South Korea is still in the midst of a political impasse caused by the impeachment of President Park Geun-hye.At this strategic node,China should take the initiative to promote the parties to effectively control the current situation,coordinate the plan for the resumption of negotiations,and push the DPRK nuclear issue into the track of peace negotiations and the final settlement.
