摘要
由于我国特殊的地理环境导致每年自然灾害频发。仅仅依靠政府部门的力量来应对危机已不能满足灾情的需要,公众作用的发挥就显得尤为重要。但是在公众参与自然灾害管理的过程中也会暴露一些问题,本文将对这些问题的解决展开一些探讨。
