摘要
通过对一起弓网故障应急处置案例进行分析,针对处置中存在的信息汇报不全面、安全敏感性不强、综合协调能力差、规章理解不到位、部门信息联动机制不畅等问题,提出提高高铁应急处置水平的建议,即提高安全敏感性、修订完善应急预案、加强应急培训及应急演练、保证信息传递渠道畅通、充分发挥多部门联动作用、加强晚点列车的旅客服务工作等,为减少非正常情况对高铁运输的影响提供参考。
By an analysis on a OCL accident, in view of the problems such as incomplete information briefing, low safety sensitivity, poor comprehensive coordination capacity, incorrect rules understanding and unsmooth inl＇ormation linkage, the author comes up with suggestions on lifting emergency response level of high speed railway, i.e. improving safety sensitivity, revising and completing emergency response plan, enhancing emergency response training and drill, ensuring smooth information transmission channel, fully exerting the functions of multiple-department coordination, strengthening passenger service on delayed trains. These suggestions may be referenced to for alleviating the impact on high speed operation by abnormal conditions.
