摘要
区域协调发展问题一直是中国社会经济发展所面临的重大难题之一。长期以来,人们习惯于从生产力布局的角度来理解区域之间的协调发展问题,通过一个又一个的"国民经济建设五年计划"或特殊的项目安排,以期解决区域协调发展问题,这种把区域协调发展理解为是一个资源配置的"纯经济"问题的思路及做法,在实践中总是没能有效地解决区域协调发展问题。本文从制度经济学的视角出发,认为区域是某一群体对稀缺资源拥有控制权的一定空间,对于一个从计划经济体制向市场经济转型的国家而言,区域之间的协调发展问题不是一个简单的资源配置或生产力布局问题,它涉及制度建设问题,更重要的是一个国家的管理体制的演化问题。同时,本文提出以产权的分割或置换来克服行政区划对资源配置效率的负面影响,推动政府职能的转变,以期为解决区域协调发展问题提供新的思路。
Regional development coordination is one of the serious problems facing China's social and economic development.The prevailing perception of regional development coordination has been from the perspective of the spatial allocation of production.This has normally led to attention to the spatial allocation of investments when dealing with regional development coordination.However,on the whole it can be seen that the spatial allocation of investments in practice cannot efficiently solve the problem of regional development coordination because of the intervention of administrative jurisdictions as large as provinces or as small as local authority areas.From the perspective of institutional economics,this article argues that considering that a region actually refers to some space which some people,or a group of people,own,regional development coordination is not a problem simply of the spatial allocation of economic resources.Instead,it concerns the exchange of rights and systemic restructuring.More importantly,it is a problem dealing with the evolution of state governance.Therefore,the proposition of this article is that exchanges or transfers of rights between administrative areas can minimize the negative impact of administrative jurisdictions on regional development coordination,and can thus promote transfers of the functions of government in China,which will have far-reaching implications for further economic and political reforms.
