摘要
以中国30个省市区(不包括港、澳、台和西藏地区)为研究样本,将经济系统分为经济生产子系统和环境治理子系统,采用网络SBM-DEA模型对2001—2013年中国及各省份的低碳经济增长效率进行测算和分解,并计算各地区经济生产效率与环境治理效率之间的耦合协调度,结果表明:低碳经济增长效率呈现"U型"变化趋势,2001—2007年下降,2007—2013年逐步回升;低碳经济增长效率较高区域逐步由北部沿海向东部沿海和南部沿海地区扩散,西南地区低碳经济增长效率有所提高但整体仍处于效率一般状态;经济生产效率明显高于环境治理效率,且整体耦合协调度偏低。低碳经济增长效率的提高依赖于经济生产系统和环境治理系统的共同作用,应加大环境治理力度,实施因地制宜的低碳经济发展策略。
By taking 30 provinces(except Hong Kong,Macao and Taiwan as well as Tibet) as the study sample,economic system is divided into economic production subsystem and environment governance subsystem,this paper firstly measures and resolves the efficiency of low-carbon economic growth in the period of 2001 ~ 2013 by network SBM-DEA model,and calculates the coupling coordination degree between economic growth efficiency and environment governance efficiency of each region.The results show that low-carbon economic growth efficiency demonstrates "U-shape "changing trend,declines during 2001—2007,and gradually rebounds during 2007—2013,that the areas with higher low-carbon economic growth gradually spread from north coast to east coast and south coast,and that low-carbon economic growth rate in southwest area is boosted but still stays in general state.Economic production efficiency is significantly higher than environment governance efficiency and the total coupling coordination degree is lower.The improvement of low-carbon economic growth depends on the co-action of economic production subsystem and environment governance subsystem,as a result,environment governance should be strengthened and different regional low-carbon economic development policies should be implemented.
