摘要
基层治理现代化是国家治理现代化的重要基石,以改革创新精神加强和改进基层党建工作,引领和推进基层治理现代化,是国家治理现代化在基层领域的延伸。基层党建创新能否担当起引领基层治理现代化的重任,主要在于基层党建创新能否找准基层党建创新的着力点,强化基层党组织的功能调适和角色定位,突出制度化和民主化的创新方向。基层党建创新还要注意严肃性,处理好实践创新与制度创新的关系,突出党组织政治功能。
Modernization of grassroots governance is an important footstone for modernization of state governance.To strengthen and improve the work of grassroots party building with the spirit of reform and innovation and boost the modernization of grassroots governance is an extension of modernization of state governance into the basic level. Whether the innovation in grassroots party building can lead the modernization of grassroots governance depends on whether the innovation in grassroots party building can find the cut-in points,strengthen the functional adaptation and role orientation of grassroots party organizations,and aim at the innovation direction of institutionalization and democratization. In addition,the strictness of innovation in grassroots party building must be stressed,the relationship between practical innovation and institutional innovation be treated well,and the political functions of party organizations be stressed.
