摘要
电子商务作用下的乡村城镇化是信息化时代的新自下而上进程。这一进程是对乡村地区社会、经济环境与物质空间的系统重构,体现为跃迁的就业非农化、全面的生活现代化以及集约的空间城镇化特征。其与30多年前的自下而上过程有着许多共同点,但存在着明显的差异和进步。乡村草根创业者将低成本的创业环境、本地非农产业基础以及农特产品的资源优势等乡村本土要素与互联网、电子商务结合,使得乡村得以突破传统区位约束,参与全国乃至全球的产业分工,实现规模与职能的跃迁式发展。资本下乡和人才培育为电子商务作用下的乡村城镇化升级提供了重要保障。在这一进程中同样需要精明收缩的乡村发展思路。
Rural urbanization driven by E-commerce is a new urbanization process from below in the Information Era. The three aspects of characteristics that this process systematically restructured in terms of rural social, economic, and physical spatial environment are reflected in the leaping of non-agricultural transformation of employment, the comprehensive modernization of country life, and the intensive urbanization of rural land. Obviously, there are many common features between this new process and the old one in three decades ago, but still many differences and progresses. The rural advantages, such as low cost entrepreneurial environment, local non-agricultural industry, and resource of specialty agriculture products, which combined with the Internet and E-commerce by the rural grass-root entrepreneurs enable rural area to break the location constrains and join in the national even global industry division,and further realize leaping development of scale and function. Meanwhile the capital and talents going to countryside is an important guarantee for the upgrading of rural development. Consequentially, the developing and planning idea of smart shrinking is necessary for the rural urbanization process driven by E-commerce in China.
