摘要
玉米结构调整,是东北地区推进农业供给侧结构性改革,实现农业转型升级的必由之路。在分析玉米市场供需形势及玉米结构调整必要性基础上,研究评价了吉林省2016年玉米结构调整实践及效果,论述了"价补分离"政策实施的影响及粮农行为响应以及当前吉林省玉米结构调整面临的困境与挑战。提出了深化对玉米结构调整的认知;提升玉米生产者补贴水平,构建玉米产业链合理的利益分配格局;稳定大豆生产补贴,强化对大豆加工业的支持;大力扶持畜牧业,推动农牧结合发展;强化玉米结构调整的科技支撑能力建设等政策建议。
Corn structural adjustment is the only way which must be passed for promoting agricultural supplyside structural reform and achieving the transformation and upgrading of agriculture in Northeast China. In the anal-ysis of the supply and demand situation of corn and corn market structure adjustment based on necessity, it was re-searched and evaluated to practice and effect of the corn structure adjustments, discussed to the influence of ＂cornprice to be set by market and implementation to be separated from the price＂ policy, grain-growing farmer behaviorresponse, the difficulties, challenges of corn structure adjustments in Jilin province. Last, put forward the policy pro-posals including promote the cognition to deepen the structural adjustment of corn; Ascend corn producer subsidylevel; Construct the pattern of distribution of interests reasonable corn industry chain; Stable subsidies to soybeanproduction, strengthen the soybean industry support; Strengthen technology support for corn structure adjustments.
