摘要
依据国家环境保护部2008年修订的生态省建设评价指标体系,运用AHP法、熵值法计算评价指标的权数及相应数值的"标准量化值",通过权数与指标量化值构建综合评价指数模型,对我国16个生态试点省2013年生态省建设水平进行评价。结果表明:1)我国生态省建设存在地区差异,表现为东部地区生态建设优于中部地区,中部地区优于西部地区;2)东部地区的经济和社会系统建设优于中部地区,中部地区经济和社会系统建设优于西部地区;3)西部地区生态系统建设优于中、东部,东部地区生态建设稍好于中部地区,但差别不大;4)中部地区环境系统建设优于东部和西部,西部要优于东部。因此,建议东部地区进一步提高环保产业比重和环保投资占GDP的比重,降低地下水超采率和基尼系数,促进生态省各子系统的协调发展。中部地区需要提高资源利用效率,推进新型城镇化战略和生态文明建设。西部地区以保护脆弱生态环境为目标,进一步提高环境污染的治理能力。
According to the evaluation index system of the eco - province construction ,which revised by Ministry of Environmental Protection of PRC in 2008, this research calculated the weight of each index and the corresponding numerical standard quantification value on the basis of AHP and entropy method, built the model of comprehensive evaluation index by weight and index values to evaluate 16 pilot eco - provinces construction level of China in 2013. Results showed that there were regional differences of eco - province construction in China on the whole; the eastern areas was better than that of the central region, central region better than the western region. But the economic and social system of the eastern part was superior to the central region, the central area was better than the western region from the view of the subsystem scores. The western region of the ecological system construction was better than the central and the eastern part, the eastern region slightly better than the central region, but little difference. The central region environment system construction was better than that of the east and west, and the west was better than east. Therefore, we suggested that the eastern region need to further improve the proportion of environmental protection industry and investment in environmental protection accounted for the proportion of GDP, reduce the rate of groundwater overdraft and Gene coefficient, promote the coordinated development of various subsystems of the eco - province. The central region needs to improve the efficiency of resource utilization, and promote the new urbanization strategy and the construction of ecological civilization. The targets in the western region, which to protect the fragile ecological environment and further improve the governance capacity of environmental pollution.
