摘要
科技进步是促进一个国家或地区经济发展的主要动力。为促进我国科技创新活动资源的合理利用,提升综合科技创新能力,必须建立科学合理的科技创新效率评价机制。文章运用超效率DEA,对北京市及我国沿海地区12个省(市、区)2004-2015年的科技创新效率进行评价,并运用Malmquist指数分解及Ward聚类法深入探讨效率变化的省域差异及原因。研究结果表明:总体上看,我国沿海地区科技创新效率的提高主要依赖于技术效率的提高;就省域而言,Ward聚类法可以将12个地区分为三类:高投入高产出型、中投入中产出型和低投入低产出型;科技创新效率的高低与其增长速度不完全成正比。
The scientific and technological progress is the main driving force to promote the economic development of a country or region. In order to promote the rational utilizing resourses and the innovation ability of integrated science and technology in our country,we must establish a scientific and reasonable evaluation mechanism of input and output efficiency of technological innovation. This paper uses SE-DEA model to value the input and output efficiency of technological innovation in Eastern China from 2004 to 2015. Then, it applies the malmquist index analysis and ward clustering analysis to explore the provincial disparity and reason. The results show : on the whole, the growth of efficiency is depended on the increase of technical efficiency. At the provincial level, 12 regions can be divided into four types by ward clustering method, high input and high output, medium input and medium output, low input and high out-put,Low input and low output. The efficiency of technological innovation is not exactly proportional to the growth rate in the region.
