摘要
2016年5月,国家旅游局为贯彻全国旅游会议精神,决定正式启动导游自由执业试点工作,取消导游必须经旅行社委派的规定。在新形势下,我国现行的导游管理体制已不适应导游发展的需求,自由执业后导游管理面临一系列的问题。文章建议采用三位一体的管理模式,以导游协会自治为主体,结合政府的宏观监督和相关企业的内部管理,从导游进出机制、权益保障、监督和奖惩四个方面进行相关制度建设,以期顺利实施导游自由执业改革。
In May 2016, after the national tourism conference, China National Tourism Administration declared pilot project for self-employment of tour guides, who previously had to be authorized by travel agencies. With this change, China' s current management system is not fit for the management of self-employed tour guides, there- fore, the management is faced with many problems. This paper proposes a three-in-one management mode, and discusses the system construction from the four aspects: mechanism of tour guide employment and dismissal, protection of tour guide' s rights and interests, and measures of supervision, reward and punishment.
