摘要
整合城乡居民医保,其目的是建立更加公平、更可持续、更加成熟、更加定型的"四更"全民医保制度,增进人民福祉。围绕"四更"目标,整合的着力点应处理好制度一体化与理念一体化、一制多档与一制一档、全民医保与全民素质、行政方式与公共治理的关系,以及城乡公共服务均等化问题,推进城乡居民医保从整合向融合发展。
Integration of urban and rural residents medical insurance, its purpose is to establish a more equitable, more sustainable, more mature, more stereotypes of the ＂four more＂ universal medical insurance system, to enhance people＇s well-being. Around the ＂four more＂ target, the focus of the integration should be to deal with the unity of the system and the concept, a system of multi-file and a file, universal medical insurance and the quality of the people, the relationship between administrative and public governance, and the equalization of urban and rural public services, to promote the urban and rural residents＇medical insurance develpment from integration to convergence.
