摘要
我国生态资源资产产权制度建设滞后,产权交易机制缺失,亟待构建统一、规范的产权交易市场。厘清生态资源资产的两权、明确监管中政府角色、促进生态保护与扶贫和民族文化的融合是产权制度建设面临的重要问题。产权交易市场、交易规则、交易监管和信息披露是产权交易机制设计的主要内容,提出加快建立生态资源产权制度的顶层法律规范和配套政策等八项建议,可为我国生态资源资产产权制度改革提供理论参考,也对完善产权交易机制具有实践指导作用。
A delay in the construction of property rights system of ecological resource assets and the lack ofproperty rights trading mechanism in China are in plain sight. And it is urgent to establish a unified and stand-ard property rights trading market in China. It is an important issue tbr the construction of property- rights systemto clarify the dual rights of the ecological resource assets, to make clear the role of the government in the super-vision, and to promote the integration of ecological protection and poverty alleviation and national culture. Thedesign of property rights trading mechanism covers property rights trading market, trading rules, transaction reg-ulation and information disclosure. The paper proposes the policy measures for problem solving and solution de-sign, which can provide theoretical references for the reform of property rights system of Chinese ecological re-sources assets, and can also take practical guiding roles in improving the property rights trading mechanism.
