摘要
父母重病或残疾家庭儿童是困境儿童组成部分,该群体不仅家庭贫困还需承担繁重的家务劳动。只有建立多重救助机制,才能确保其法律权利得到有效保护。目前相关保障制度存在以下问题:未能准确界定父母重病或残疾家庭儿童特点及保障重点,未能建立以家庭为对象的保障体系,保障制度未体现家庭伦理与亲情要素。因而须尽快明确儿童分类保障概念体系,加快推进家庭支持儿童福利体系构建并健全社区支持相关制度,以保该群体法律权利得到有效救助。
Children with Parental Illness or Disabledare an integral part of the Vulnerable children, not only aretheir family Poverty they also have to be burdened by heavy household chores. Only the establishment of multiple security mechanisms to ensure that their legal rights are effectively protected. At present,there le- vant security mechanism has the following defects： the protection focus can not be defined accurately, and the family protection system can not be established, the security system does not reflect the family ethics and af- fection. Therefore, it is necessary to clarify the concept system ofguarantee children classification as soon as possible, speed up the construction of family support welfare system, improve the relevant system of eommuni- ty support to ensure that the group＇s legal rights are effectively rescued.
