军民融合发展中创新驱动系统构建研究 被引量:17

Research on the Construction of Innovative Driving System in the Development of Military and Civilian Integration

摘要 军民融合发展过程中实施创新驱动,不仅有利于提高国防科技工业的自主创新能力,还有助于军民深度融合发展。当前,我国军民融合发展中创新驱动已取得一定成果,但仍存在军民相对分离的传统体制未发生根本性转变、创新主体间协同机制不完善、中介机构服务尚不能满足市场需求、创新驱动体系不健全等问题。为此,应通过构建基于创新元素、结构体系、创新环境的创新驱动系统,鼓励军民融合开放式协同创新合作,完善创新驱动运行机制,营造创新驱动实施的环境氛围,进而为军民融合创新驱动机制的有效实施提供保障。 Implementation of civil-military integration in the process of innovation-driven development,not only contribute to the indigenous innovation capacity of National defense science and technology industry,but also help the integration of military and civilian development. At present,Chinas civil-military integration in the process of innovation-driven development has achieved certain results. However,there are still problems such that traditional system of separation between military and civilian is not fundamentally changed,the synergy mechanism between innovation subjects is not perfect,services of intermediary cant meet the market demand and innovation driven system is not perfect. In order to provide a guarantee for the effective implementation of innovation-driven system in the integration of military and civilian development,we need to set up the innovation-driven system based on innovation elements,structure system and innovation environment,ensuring the implementation of civil-military integration in the process of innovation-driven development by encouraging open cooperation of collaborative innovation,improving the operating mechanism of innovation-driven,creating an environment of implementation innovation-driven.
