摘要
为实现区域内岸线资源的优化配置、改善港口布局、增强港口投资和运营的效益,我国自上世纪90年代就致力于港口资源整合,资源整合规模和范围不断扩大,政府协调机制不断升级,资源整合程度也不断提升。然而,以政府为主导的港口资源整合往往囿于地方利益出现重竞争、轻合作,"整而不合"的结果,而企业主导的资本纽带型资源整合则成本大、难度高。总体看,我国港口资源整合的难点主要源于多元主体、多重目标及多种资源交织在一起的复杂性。为此,必须明晰港口资源整合过程中各方利益主体、各类资源客体及相互之间的内在关系,把握和遵循港口资源有效整合的原则,推进行政管理体制改革和港口经营管理体制改革,真正将港口资源整合落到实效,实现区域港口经济的统筹协调发展。
In order to realize the optimal allocation of shoreline resources in regions,improve the port layout and enhance the efficiency of port investment and operation,China has been committed to the effective integration of port resources since 1990 s. The scale and scope of port resource integration is expanding,the government coordination mechanism is upgrading,and the degree of resource integration is also rising. However,the practical effect of port resource integration is far from the goal of social benefit. Among them,the result of local government-led resource integration is " whole and not fit",the enterprises interests-oriented port resources integration leads to heavy competition and light cooperation,property rights link resource integration is not only difficult,but costly and cant be depended in short run. Reasons for port resource integration in plight is complex. Therefore,the effective integration of port resources must establish new ideas,make clear of the complex relationship among different benefit entities and different resources,obey the basic principles for effective port resource integration,explore new ways to reshape local government behavior and port business behavior,lead the relevant entities to achieve social rational consensus for integration of port resources,and promote the port management system reform,the transformation and development of port management mode in China.
