摘要
基于清洁生产与环境和能源管理体系推进中的一些共性现象或问题,研究了清洁生产与管理体系之间的相互关系。结果表明:二者不仅在政策需求与目标实现方面具有一致性,而且管理体系既是清洁生产的保障,也有助于推进企业节能降耗。提出环境和能源管理体系作为企业自我管理的重要工具,将在今后的环境管理中发挥越来越重要的作用。
Based on some common phenomena or problems in the promotion of cleaner production and environment and energy management system, the interrelationship between cleaner production and management system was studied. The results showed that the two aspects were consistent in policy demand and target realization, and the management system was not only the safeguard of cleaner production, but also could help to promote energy -saving for enterprises. It was concluded that environment and energy management system will play an increasingly important role in environmental management in the future as an important tool for enterprise self- management.
