摘要
论文从自贸试验区建设在上海构建开放型经济新体制中的作用出发,提出上海构建开放型经济新体制中的各项措施、各个战略之间存在着一定的内在联系。上海自贸试验区的改革开放就是各项措施、各个战略的系统集成。具体来说,在外资、外贸和金融创新的关系上,就存在着这样一种关系:第一,投资带动贸易,创造贸易,贸易战略因投资战略而升级。第二,金融支持投资,投资的推进需要金融改革的深化与开放的扩大来推进。第三,投资改变着国家产业格局,也改变着与各国的产业分工和价值链分工,国际产能合作的实现与投资战略紧密联系。在对上海开放型经济建设的重要成果进行梳理的基础上,论文提出以自贸试验区为重点实现上海改革开放各项措施的系统集成的对策建议,包括:通过制度创新获得比较优势,通过金融、贸易和技术政策的协同促进上海全球科技创新中心的建设,加强上海自贸试验区与"一带一路"建设的联动,进一步完善金融市场化改革加强与国际金融中心联动,加快本土跨国公司培育吸引国内外跨国公司集聚,等等。
In the view of the functions of China （Shanghai） Pilot Free Trade Zone （FTZ） When Shanghai building a new system of open economy, this paper puts forward that all the measures and strategies are related. The reform and opening up of China （Shanghai） Pilot FTZ is the integration of various measures and strategies. Specifically, between foreign investment, foreign trade and financial innovation, there are such relations： firstly, international investment not only drives international trade, but also creates international trade, and trade strategy will be upgraded due to investment strategy. Secondly, monetary finance supports international investment. Thirdly, international investment has changed the pattern of the national industry, the industrial division of labor and the value chain division of labor. This paper also puts forward some suggestions, such as getting comparative advantage from institutional innovation, promoting the synergy of monetary finance policy, international trade policy and technology policy, strengthening the linkage between Shanghai FTZ and ＂The Belt and Road＂, enhancing the functions of Shanghai international financial center, and accelerating the cultivation of local multinational companies.
