摘要
淮海城市群处于"一带一路"交汇点的地理位置,促进这一城市群持续快速健康发展,有利于发挥其作为我国东中西联动发展重要纽带、国家"两横三纵"城市化战略格局重要支点的巨大作用。文章梳理了学术界、政府界对淮海城市群的相关论述,分析了淮海城市群协同发展具有的主要优势及面临的严峻挑战;顺应全球化发展大趋势和体现国家实施区域发展总体战略要求,基于城市群协同发展的龙头效应、聚合效应、放大效应,明确了淮海城市群发展的战略定位;最后,从提升整体功能角度提出了加快淮海城市群协同发展的关键途径及重点措施,主要包括:加快推进产业、基础设施、要素市场、公共服务、生态环境、体制机制等6个方面一体化建设,以及将淮海城市群协同发展上升为国家战略,加强顶层设计和规划引领,主动参与国家"一带一路"建设,积极向上争取支持政策。
Huaihai urban agglomeration is located in the intersection of the Belt and Road. Promoting the urban agglomeration sustained, rapid and healthy development is conducive to play a huge role in taking it as important link of China＇ s East, Centre and West linkage development, and as important fulcrum of the national ＂two transverse axes and three longitudinal axes＂ urbanization strategy pattern. This paper reviews the related discussion of Huaihai urban agglomeration in academic circles and government circles, analyzes the main advantages and serious challenges of this urban agglomeration synergetic development; conforming to the trend of globalization and embodying the overall strategic requirements of national regional development, the paper clears the strategic positioning of the urban agglomeration development based on the leading effect, polymerization effect and amplification effect of urban agglomeration synergetic development; finally, it puts forward the critical paths and main measures of synergetic development about Huaihai urban agglomeration from the perspective of overall function angle, including： promoting integration construction of industry, infrastructure, market, public services, ecological environment, institution and mechanisms of the urban agglomeration, etc.; and rising the urban agglomeration synergetic development to the national strategy; strengthening the top-level design and planning guide; participating in the Belt and Road construction actively; striving for superior support policies actively.
