摘要 美国《清洁空气法》规定了危险空气污染物管理办法,要求污染源执行最大可行控制技术标准(MACT)和风险评估。本文从排放清单管理、排放标准管理、风险评估、排污许可证管理和信息公开等方面分析了美国危险空气污染物管理制度。我国是危险空气污染物排放大国,急需建立能够保障空气安全的危险空气污染物管理制度。基于美国经验,我国危险空气污染物管理制度框架的建立应包括危险空气污染物清单制度、足够先进的危险空气污染物排放标准管理制度、确保足够安全的危险空气污染物定量风险评估制度、排污许可证制度和信息公开制度在内。 Clean Air Act of US provides approaches for hazardous air pollutants control management, which re-quires that the major sources of pollutants have to comply with the emission requirements, Maximum Available Control Technology standard ( MACT) and the risk assessment. This article introduces the management system on hazardous air pollutants in US, in the aspects of emission inventory, emission standard, risk assessment, permit management and information disclosure. As China is producing large quantity of hazardous air pollutants every year, we are in urgent need to establish a hazardous air pollutants management system to ensure an ample margin safety for people. Based on US experience, this article attempts to propose a hazardous air pollutants management framework in China, which includes requirements for: listing of hazardous air pollutants management, standard for pollutant emission control, quantitative risk assessment, emission permit and information disclosure.
