摘要
党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中,专门针对体育的表述凸显了当前青少年体育工作的极端重要性。英国青少年体育俱乐部的发展经验对当下我国青少年体育工作具有重要的借鉴意义。在对二战后英国青少年体育治理历程进行概述的基础上,分析了英国青少年体育俱乐部的主要治理经验,主要包括:体制机制顺畅、高效;明确专门的机构负责协同与整合资源;启动体育俱乐部标准化认证行动(Clubmark);针对青少年体育俱乐部开展标准化的服务;开展有效的财务与经济支持措施,即俱乐部领袖计划(SECL)和社区体育俱乐部计划(CASC)。最后,根据英国的治理经验,提出了针对我国青少年体育俱乐部改革与发展方面的启示。
Experience gained from youth sports club development in UK laid important reference basis for the growth of youth sports in China. The analysis is made, proceeding from overview of postwar UK youth sports management, of British youth sports club development, including the institutional mechanism for efficiency, clearly specialized agency responsible for collaboration and integration of resources, standardization for Youth Sports Club service, start sports clubs ISO certification action. Club Mark and effective financial and economic support measures as well as SECL and CASC are also under the investigation. Finally, according to the UK experience, it is proposed that inspiration could be drawn for reform of China youth Sports Club and development.
