摘要
行政许可作为政府的重要公共政策之一,在众多领域发挥着调节政府与公众之间关系的作用,因此,对行政许可进行绩效评价显得尤其重要。以公众满意度为导向对行政许可进行绩效评价是西方发达国家的共识,也是我国今后的发展方向。本文以广东省J市为例,从效率性、公开性、合法性、服务态度和服务能力五个方面设计了绩效评价指标体系,通过调查问卷的方式对J市的行政许可绩效进行评价,发现了J市行政许可中存在的问题,提出了简化业务流程、提高信息资源可利用率,细化监管制度和提升许可人员的综合素质等对策建议。
Administrative licensing, as one of the important public policies, plays a vital role in regulating the relationship between the government and the public in different fields. So, it is especially important to evaluate the performance in administrative licensing. Performance evaluation in administrative licensing based on the public satisfaction is the consensus of western developed countries, and it is also the future development trend of our country. Based on a case study of J City, Guangdong Province, this article, taking five aspects into consideration such as efficiency, openness, legitimacy, service attitude and service capacity, designs the system of performance evaluation index.. In J City, evaluation of administrative licensing performance is carried out by means of questionnaire, and as a result, issues concerning administrative licensing have become noticeable. Proposals are thus put forward which are relevant to the simplification of business process, enhancement of resource availability, perfection of regulatory system and promotion of staff members' all-round development.
