摘要
国企党风廉政建设工作机制在主体上涉及党委和纪委、上下级企业纪委之间的领导关系,监督的重点是"关键少数"。在内容和形式上可以归纳为预防、日常监督、责任、办案、协调等机制。制约国企党风廉政建设工作机制发挥作用的因素是公司法人治理结构、纪检监察的组织机构和人力资源、企业廉政风险防控能力、职工民主监督的力度和群众广泛参与的程度等。因此,为进一步优化国企党风廉政建设工作机制,保证国企持续稳定发展,应健全公司法人治理结构,完善企业纪检监察的组织机构和工作机制,以效能监察为重要抓手推进监督执纪落地,加强民主监督提升群众广泛参与的热情。
The working mechanism of clean administration in state-owned enterprises is related to the relationship between Party Committees and Commissions for Discipline Inspection and between Commissions of Discipline Inspection in upper and lower enterprises. The object of supervision is the ＂key minority.＂ The content and form can be summarized as prevention, daily supervision, responsibility, handling and coordination. The main factors restricting the construction of clean administration in state-owned enterprises are the relationship between corporate administrating structure, discipline inspection and supervision organizations and human resources, enterprise ability for fighting corruption, working staff＇s strength of monitoring and participation. To further optimize the mechanism of discipline inspection and clean administration in state-owned enterprises to ensure a stable and continuous development, the administration structure of legal persons should be perfected, with the organizational structure and working mechanism for discipline inspection to be improved so that disciplines inspection can be practically actuated with broader participation and greater enthusiasm from the common people in their democratic means of monitoring the administrative groups.
