摘要
《国家中长期教育改革和发展规划纲要(2010-2020年)》把提高质量确立为教育改革发展的核心任务,要求建立以提高教育质量为导向的管理制度和工作机制,同时提出"建立高等学校质量年度报告发布制度"的要求。目前质量年报制度已实施了六年,对于如何理解质量年报制度的内涵,以及如何正确把握质量年报的指导思想和编制内容,仍然是值得探讨的问题。本文从质量年报制度的内涵、编制框架、编制中出现的问题等角度做了探索,并提出相应的对策建议。
