WTO交叉报复的效力问题研究——以美国-棉花案(巴西)为例 被引量：3

摘要 报复是WTO争端解决机制中不执行WTO裁决重要的救济措施,是"最后的手段",其根本目的是促使败诉方及时有效地执行WTO裁决。交叉报复是WTO开创的一种新的报复形式,在实践应用中有3起案件适用了交叉报复制度,其中有两起涉及农业补贴问题,适用效果较好,具有良好的推广价值。本文在介绍WTO交叉报复内涵的基础上,深入探讨了WTO交叉报复的效力问题,以美国—棉花案(巴西)为例,充分肯定了WTO交叉报复适用的有效性。
