摘要
[目的/意义]政府数据的开放共享为创新创业提供了高质量的信息资源。以创新创业为背景环境,探讨了政府开放数据开发利用的对策,供我国相关部门决策参考。[方法/过程]调研和分析了国内外政府数据开放共享与开发利用的实践案例,总结凝练政府数据开放利用的对策。[结果/结论]从政策法规、管理、开发途径以及技术等方面总结提出了10条促进政府开放数据开发利用的对策,包括:获得政府机构领导者的支持与推动、制定具有可操作性的政策法规与行动计划、设置专门的政府数据开放共享与开发利用管理机构、用群体智慧理论指导政府数据资源的管理、注重政府开放数据的需求分析、以开放数据竞赛激发大众创新创业活力、构建政府开放数据开发利用的孵化环境、将政府开放数据资源发布成为机器可读格式、开放政府数据资源应用接口、构建以用户为中心的数据开放门户。
[ Purpose/Significance] There are high quality information resources by opening and sharing government data for innovation and entrepreneurship. From the perspective of innovation and entrepreneurship, this paper discusses some countermeasures of development and utilization of government open data. These countermeasures can be used as references for decision making by Chinese government de- partments. [ Method/Process ] This paper surveys and analyzes the practice cases of development and utilization of government open data in domestic and foreign governments through documentary and network resources collecting. [ Result/Conclusion] From some dimensions of policies and regulations, development approaches, management and technology, this paper puts forward the corresponding ten counter- measures for the relevant departments to make decision by drawing lessons from the domestic and foreign relevant practical experience of development and utilization of government open data. The countermeasures include the following： to obtain the support and promotion of the leaders of the government agencies; to formulate policies, regulations and action plans with operability; to set up the specialized man- agement sectors of development and utilization of government open data; to apply group intelligence theory to the management of govern- ment data resources; to focus on user＇s requirement analysis of open government data; to apply crowd intelligence theory to the manage- ment of government data resources; to inspire the vitality of public innovation and entrepreneurship by holding open data contest; to con- strnct incubation environment of development and utilization of government open data; to publish government open data resources in ma- chine readable format; to open up Application Programming Interface of government data resources; and to build user-centric open data portal.
