摘要
困境儿童是由于儿童自身或家庭原因,父母存在不能监护、不宜监护、无力监护、无心监护,并严重影响儿童的生存权和发展权或出现家庭暴力等严重侵害儿童身心健康的行为,又由于各种原因,导致外界难以干预、监护也难以转移,长期处在困境中的儿童。深入地理解和把握困境儿童概念的内涵,对困境儿童提供有效的福利保障具有重要的意义。
＂Children in difficulty＂ refers to the children whose parents are unable, inappropriate, incapa- ble, or unwilling to provide guardianship because of the children themselves or their families are threatened by some behavior or family violence to encroach on their living and development rights or their physical and mental health, and especially the children who are put in the long term difficulty because other people or organizations cant intervene or the guardianship cant be transferred. It is of great significance to deeply understand and analyze the connotation of the children in difficulty in providing effective welfare for them.
