基于专利许可的新能源技术转移网络演变特征研究 被引量:21

Research on the Evolution of Technology Transfer Network in New Energy Fields Based on Patent Licensing

摘要 基于我国2008—2015年太阳能、燃料电池及风能技术领域的专利许可数据,运用社会网络分析方法对我国新能源技术转移网络的演变特征进行了研究。结果表明:整体上看,我国新能源技术转移网络仍处于初期发展阶段,太阳能领域网络规模和连接数远高于燃料电池和风能领域,但3个领域的网络结构均呈现比较松散的状态且未随时间变化有明显改善;个人、学研机构、国内企业、国外企业等不同类型参与主体在3个新能源领域技术转移网络中的角色有所差异,但国内企业在新能源领域技术供需中均已占据主体地位;3个新能源领域技术转移网络演变的邻近性、优先链接及路径依赖特征存在一定差异,组织和地理邻近性在太阳能和燃料电池技术转移网络形成与发展中发挥主导作用,而优先链接和路径依赖机制主要在风能领域网络演变中有所体现。在此基础上,进一步提出提升我国新能源技术转化效果的政策启示。 Based on the patent licensing data of new energy technology in 2008-2015, this paper investigates the evolution of technology transfer network in new energy fields with social network methods. The results show that, firstly, the technology transfer networks of new energy fields in China are still in the early stages of develop- ment. The network size and linkages of solar energy are much higher than that of fuel cells and wind energy technology, but overall network structure in three technology fields is very sparse and without any improvement in recent years. Secondly, different types of participants in technology transfer network, including individual, univer- sity or research institution, domestic enterprises and foreign enterprises, play different roles in three new energy fields. However, domestic enterprises are always dominant actors in technology transfer. Thirdly, there are some differences of proximity, preferential attachment and path dependence characteristics in three new energy fields. Or- ganizational and geographical proximity play significant roles in formation and development of technology transfer network in solar energy and fuel cells fields, while preferential attachment and path dependence mechanisms are evident in wind energy technology transfer. Then, we provide some policy implications for improving energy tech- nology transfer in China.
