摘要
以往研究重点关注技术进步对环境污染的改善作用,却忽视了其亦是造成环境污染的重要原因.本文提出两者之间倒U形关系的假说,即技术进步对环境污染的影响呈现先增后减的趋势.在此基础上,利用中国分省区面板数据,采用门槛回归方法,对两者之间关系进行了实证考察.研究发现,技术进步对环境污染的影响存在着明显的倒U形特征,但在全国总体以及东、中、西部地区之间呈现出一定的区别,这主要表现在,全国整体以及东、中部地区呈现"单阶段上升以及双阶段下降"的倒U形特征,而西部地区尚未表现出明显的下降过程.研究结论为中国技术进步促进环境污染改善提供政策启示.
In previous studies, more attentions were paid to the improvement of technological progress on environmental pollution, but these studies have ignored technological progress is also an important reason of causing environmental pollution. It creatively put forward that the relationship between technological progress and environmental pollution is inverted U-shape. On this basis, using the panel data of Chinese provinces, it empirically examined the relationship between technological progress and environmental pollution by threshold regression methods. The results show that the effect of technological progress on environmental pollution exists a characteristic of inverted U-shape obviously. Howev- er, there are some differences among the whole China as well as the eastern, central and western regions. The regres- sion results show that all of the whole China, eastern and central regions show an inverted U-shaped characteristic of "one rising stage and two falling stages", While only a significant decline process in western region. The conclusions can provide policy enlightenment for the improvement of Chinese environmental pollution under the effect of technological progress.
