摘要
绩效管理是将医疗人员的个人目标与医院的长期战略目标相结合,改变现存医院管理的不良现状,实现预期管理目标的一种管理方法,已经成为衡量医院管理进步的重要标志,但是当前我国新医改形势下公立医院在实行绩效管理时却存在一系列问题。本文从公立医院绩效管理存在的常见问题入手,提出从全面认识和理解绩效管理、全员参与考核、制定科学的绩效管理评价体系、及时反馈绩效考评结果和改进激励机制、建立规范的医院管理制度和流程、加强医院信息化平台的创建等方面改善绩效管理,旨在为如何全面、有效地实行绩效管理提供思路和借鉴。
Performance management is a management method that combines personal goals of medical staff and long- term strategic goals of hospitals, changes existing adverse conditions of hospital management, and achieves expected management objectives, which has become an important indicator determining the progress of hospital management. However, there are a series of problems in the implementation of performance management in public hospitals under the current situation Of new medical reform in China. This article starts with the common problems existing in the per- formanee management of public hospitals, and puts forward several methods of improving performance management through a comprehensive understanding of performance management, making clear understanding of performance ap- praisal subject, formulating a scientific performance management appraisal system, giving timely feedback of perfor- mance evaluation results and improvement of incentive mechanism, establishing an appropriate policy guarantee system and process, and strengthening the construction of hospital information platform, in a bid to provide ideas and refer- ences for ways to implement performance management in a comprehensive and effective way.
