摘要
铁路技术规章体系建设是铁路技术管理工作的重要内容。基于系统工程、业务流程重组和标准化等理论,分析铁路技术规章体系现状与面临的形势,提出铁路技术规章体系构建的总体目标与基本原则,设计铁路技术规章体系建设的实施路径。建议重点从完善技术规章体系结构、设计规章基本目录与规范编制方面强化规章管理基础建设,从管理办法修订、培训机制、监督评价机制等方面完善制度保障措施,并不断提升技术规章的信息化水平,从而逐步建成具有系统性、协调性、层次性、前瞻性特征的铁路技术规章体系。
The development of the system of technical rules for railway constitutes an important part of railway technology management. Based on the theories such as systems engineering, business process reengineering and standardization, this paper analyzes the status quo and the situation faced by the system of technical rules for railway, puts forward the overall goal and basic principles of its development, and offers a design of the ways of its implementation. It is proposed to strengthen the foundation of rules management by improving the structure of the system of technical rules and designing the basic catalogue of the rules and improving formulation of the rules, improve measures of institutional guarantee by revising management rules and improving the mechanisms of training, supervision and evaluation, and constantly expand IT application in implementing technical rules, so as to gradually develop a system of technical rules for railway defined by such characteristics as systematic, coordinated, hierarchical, and forward-looking designs.
