摘要
随着"一带一路"的深入实施,中国-巴基斯坦经济走廊建设的持续推进以及中国和巴基斯坦在政治、经济、文化、宗教、语言、习俗、环境管理制度、环境保护法律、社会管理制度、社会管理规范等诸多方面的差异,中巴经济走廊建设将面临重重困难与挑战。基于中巴经济走廊涉及地区的特殊性,把中巴经济走廊分为西部高山高原区、东南沿海平原区、北部克什米尔地区和中国新疆段。对不同地区、不同行业可能面临的社会风险进行阐述。西部高山高原区面临的社会风险包括部落区障碍和极端宗教主义,东南沿海平原区面临的社会风险主要包括历史文化遗产和国家公园保护,北部克什米尔地区面临的社会风险包括跨越争议冲突地区、极端主义威胁、宗教文化差异和自然保护区保护,中国新疆段面临的社会风险包括少数民族问题和环境问题引发的社会问题。
Along with the further implementation of'The Belt and Road Initiative'and the promotion of China-Pakistan Economic Corridor(CPEC),it is foreseeable that the construction of CPEC may be faced with difficulties and challenges due to the differences between China and Pakistan in politics,economy,culture,religion,language,customs,environmental management system,environmental protection law,social management system and social management regulations.Then,CPEC is divided into western high mountain region,southeast coastal plain region,northern Kashmir region and Xinjiang region,China.Based on this,the paper discusses the social risks of different regions and different industries.The social risks of western high mountain region mainly include tribal obstacles and religious extremism.The social risks of southeast coastal plain region include the historical and cultural heritage and national park protection.The social risks of north Kashmir include trans-dispute areas,extremist threats,religious cultural differences and the protection of nature reserves.The social risks of Xinjiang region mainly include social problems caused by the problems of ethnic minorities and environment.
