摘要
基于公平与效率的视角构建了我国养老金待遇调整政策评估指标体系,并通过层次分析法构建权重矩阵和一致性检验,从而确定指标权重及综合评估体系。运用该评估体系对全国30个省份2002-2015年养老金待遇调整政策进行评估分析,结果表明:各省间待遇调整政策差异性较大;效率性指标采纳比例升高,部分公平性指标采纳不足;近年来各省待遇调整结构性不平衡有所缓解。研究可以为相关部门进一步完善待遇政策提供科学合理的评价依据。
A pension adjustment policy evaluation index system based on the perspective of iairness and emcmncy is tentatively established in this paper. The AHP method is used to determine the index weights and comprehensive evaluation index. Using this evaluation index system, provincial pension adjustment policies from 30 provinces (2002-2015) are analyzed to get the following results: the composite score shows large provincial differences; the usage rates of efficiency indexes has been raising, while the use of fairness indexes is not enough; and the structural unbalance of provincial pension adjustment in recent years has been relieved. The evaluation index system constructed in this paper may offer valuable references to the improvement of pension adjustment policy and to the construction of a unified basic pension adjustment mechanism.
