摘要
残疾人是特殊的社会弱势群体,为残疾人提供全面就业服务,增进残疾群体福利,不仅是全社会的责任,也是我国全面建成小康社会、社会文明进步的题中要义。残疾群体由于受个人残障因素和社会环境等各种异质性因素的交叉阻碍,个人可行能力的发挥受到多重因素的阻挠,最终会陷入"赚取障碍"与"转化障碍"的恶性循环中,限制自身可行能力的发挥,无法脱离贫困。鉴于此,完善残疾人就业服务路径,遵循"从单一主体到一主多元、从分割到融合"的原则,建立和完善"政府为主导、社区为支撑、企业为补充、残疾人与家庭积极参与"的多元联动就业服务网络,大力促进我国残疾人就业并逐步提升就业质量。
The disabled are a special and disadvantaged group and therefore providing comprehensive employment services and promoting social welfares for the disabled is not only the responsibility of the whole society but also the essence of our country to achieve well-off society as well as progress of social civilization. Due to the cross-hindrance of various disability factors such as personal disability and social environment, performances of the disabled are obstructed and eventually fall into a vicious circle of "earning obstacles" and "transforming obstacles" ,which limits their own ability to perform and fails to help them out of poverty. In view of this, it is necessary to improve the employment service path for the disabled, follow the principle of “from a single subject to a main stem with multiple branches, from the division to the integration”, and establish and then improve a multi-linked employment service network of "government-led, community-support, enterprises to supplement and active participation of the disabled and their families” so as to vigorously promote the employment and its quality of the disabled.
