摘要
海恩法则告诉我们,事故的发生看似偶然,其实是各种因素积累到一定程度的必然结果。事故的发生具有一定的规律,每1起严重事故的背后,必然有29次轻微事故和300起未遂的先兆及1000起事故隐患,即:1∶29∶300∶1000。本文运用"海恩法则",从人、物、环境、管理四个方面分析和研究了化工生产过程中普遍存在的引发事故的危险和有害因素,总结了化工生产企业易发的和典型的各类事故隐患,提出了化工生产企业防止事故发生的具体方法与对策。
The Hayne rule tells us that the happening of accidents seems accidental, however, it is the inevitable result of various factors function to a certain extent. The happening of accidents has certain rule and at the back of each serious accident, 29 times of minor accidents, 300 times of attempted omen and 1000 times of accident potential must exist, which ratio is 1 : 29 : 300 : 1000. In this paper, it uses the "Hayne rule 'to analyze and study the danger and harmful factors leading to accidents in the chemical production process from four aspects of people, substance, environment and management, conclude the incidental and typical various accident potentials for chemical production enterprises and put forward the concrete methods" and measures for the prevention of accidents in chemical production enterprises.
