我国核电机组调峰辅助服务经济补偿机制研究 被引量:10

Study on Compensation Mechanism for Peak-Regulating Ancillary Service of Nuclear Units

摘要 随着清洁能源战略的推进,我国核电装机正稳步增长。但受经济环境的影响,我国用电增速逐步放缓,负荷峰谷差逐步增大,由此引发调峰责权分担的公平性争议。鉴于此,研究了我国核电调峰经济补偿的机制与模式,提出了调峰成本补偿与超发电量收益分享相结合的两部制调峰经济补偿机制和具体算法。调峰成本补偿用于弥补机组提供调峰服务时的成本增加,收益分享用于分配未参与调峰机组的超发电量的收益。最后,通过能源局网站公布的华东地区辅助服务数据模拟计算了两部制调峰经济补偿金额,论证了两部制调峰经济补偿办法的科学性和可行性。该方法不仅有利于核电等基荷电源更好地发挥作用,也将有利于调动机组的调峰积极性,进一步挖掘电力系统的调峰能力。 With boost of clean energy strategy, nuclear power installed capacity in China is growing steadily. However, affected by economy and environment, difference between peak and valley load of electric power is increased while growth of electricity demand gradually slows down. It may cause controversy of equitable burden sharing. Firstly, this paper studies mechanism and mode of peak regulation economic compensation of nuclear power. Secondly, it proposes a two-part compensation mechanism and corresponding calculation method combining peak regulation cost compensation and excess power generation revenue sharing. Peak regulation cost compensation method is used to make up cost increase due to providing peak regulation service. Revenue sharing method is used to distribute profit of excess electricity of peaking units not involved. Finally, the two-part compensation mechanism and algorithm are simulated based on the data of East China area obtained from National Energy Administration to verify its scientificity and practicability. This method is useful to make base-load power such as nuclear more efficient and beneficial to arouse enthusiasm of peak regulation generators. It will enhance peak regulation capacity of electric power systems in China.
