摘要
在科技成果转化过程中,科技成果权属是根本性问题,事关科技成果的产出和转化。研究分析广东省级财政资金科技成果权属制度存在的问题,针对这些问题提出权属制度改革的必要性、基本原则和相关建议,对促进广东科技成果转化制度进一步完善具有重要的理论意义和实践意义。
During the transformation of achievements, the ownership of scientific and technological achievements is a fundamental problem,which influences the output and transformationof scientific and technological achievements. Accordingly, this paper analyzes the problems existing in the ownership system of scientific and technological achievements in Guangdong provincial finance, and puts forward the necessity,basic principles and relevant suggestions of ownershipsystem reform.It is of great theoretical and practical significance to promote the transformation of scientific and technological achievements in Guangdong.
