摘要
社区协商作为中国特色社会主义民主政治建设的重要组成部分,是最直接、最生动的社会主义民主协商形式,对于促进社会和谐稳定、推动实现社会治理体系与治理能力现代化具有十分重要的意义。但从当前社区协商的发展来看,存在着协商意识淡薄、协商能力不足、协商趋于形式化、协商制度不规范等困境,由此导致社区协商的实现路径仍然不够明晰。清水街道万春社区以"社区协商示范点建设"为契机,通过打造协商平台、营造协商氛围、拟定协商制度等一系列的实践探索与研究,取得了一定的协商成果,并构建了"一个核心、三大制度、五大机制"新的社区协商实现路径,值得学习与借鉴。
Community consultation, as an important part of the construction of socialist democratic politics with Chinese characteristics, is the most direct and vivid form of socialist democratic consultation. It is of great significance to promote social harmony and stability and promote the realization of social governance system and modernization of governance ability. However, from the current development of community consultation, there is a lack of consultation consciousness, lack of consultation ability, negotiation tends to formalization, consultation system is not standardized and so dilemma. As a result, the path to community consultation is still unclear. The construction of Qingshui Street Wanchun Community has made a series of practical exploration and research through the establishment of consultation platform, creating consultation atmosphere, drawing consultation system and so on, and has achieved good consultation result and constructed new community path of consultation of ＂one core, three systems, five mechanisms＂.
