摘要
残疾人冰雪运动是我国残疾人体育运动的重要组成部分,也是我国社会进入新时期发展残疾人体育需求的热点之一。采用文献资料、专家访谈、调查研究等方法,对我国残疾人冰雪运动展开研究,认为我国残疾人冰雪运动主要在竞技体育、群众体育和学校体育三方面有所体现,是残疾人参加冰雪体育运动满足冰雪运动物质需求和精神需求的重要方式。但受起步较晚、项目开展有限和参与人数较少等因素的影响,其发展水平相对较低。与社会认知度不高、冰雪运动资源配置不均和政策法规落实不到位等问题有关。提出加强社会宣传、建立政府为主导社会为主体的供给模式和完善法律法规等对策,以此促进我国残疾人冰雪运动的发展。
The ice-snow sports for the disabled is an important part of sports for people with disability inChina,and is also one of the hot spots to meet the handicapped sports requirement in the new stage.Withthe methods of literature information,expert interviews and investigation,the paper has a research onthe ice-snow sports for the disabled in China.It thinks that Chinese handicapped ice-snow sports mainly reflectes in three aspects：competitive sports,mass sports and school sports,and is an important wayfor their participation in ice-snow sports to meet their material and spiritual needs.But the developmentis relatively at low level due to the influence factors of late start,limited events and fewer participants,which is related to some problems such as the low social awareness,the uneven allocation of ice-snowsports resources,the suspended implementation of policies and regulations.For advancing the development of ice-snow sports for the disabled in China,it suggests some countermeasures as follows：tostrengthen social publicity,to establish a supply modes of government leading and social subject,to improve the laws and regulations.
