摘要
基本公共服务供给对城乡收入差距的影响是城乡贫富分化的重要原因。本文在剖析了我国基本公共服务供给对城乡收入差距影响机理,发现财政分权激励了地方政府采用"城市偏向"的基本公共服务供给机制,导致农村基本公共服务供给的严重短缺,加剧了城乡居民基本权利差异。实证检验表明,中国当前基本公共服务供给并未有效缓解城乡收入差距,而是扩大了城乡收入差距,对东中西部地区比较分析,发现越是经济落后地区影响程度越大,不过近年来对农村基本公共服务投入的增加,在一定程度上降低了影响程度。本文认为必须从改革现有财政分权体制入手,抑制地方政府在基本公共服务投入中的"城市偏向",建立促进城乡基本公共服务均等化的激励机制,是缩小城乡收入差距并实现共享发展的重要途径。
Effect of the supply of basic public services on the urban-rural income gap in urban and rural areas is an important reason for the differentiation between rich and poor, based on the analysis of the influence mechanism of the supply of basic public services in China on the income gap between urban and rural areas, we found that fiscal decentralization of local government encouraged the ＂basic public service supply mechanism of city prefer, led to a serious shortage of supply of rural basic public services and exacerbated the differences between Urban and rural residents basic rights. The empirical test shows that China＇ s current supply of basic public services did not effectively alleviate the income gap between urban and rural areas but expand such gap, and the comparative analysis of the eastern and western regions finds the influence degree of backward area is larger, but the increasing investments in recent years to basic public services in rural areas reduce the degree of influence to a certain extent. This paper argues that we must start from the reform of fiscal decentralization system to inhibit the local government city prefer in the input of basic public services and establish an ＂incentive mechanism to promote the equalization of the basic public service, so as to narrow the urban-rural income gap and realize the sharinz of develooment.
