摘要
农村土地增值收益分配是农村土地制度改革的关键环节,事关执政基础的稳固和国家的长治久安。构建合理的农村土地增值收益分配机制,应该坚持以人民为中心的根本立场,重视并保护农民权益,让农民分享更多的农村土地增值收益。然而,现行的农村土地增值收益分配不仅缺乏共享性、还缺乏可持续性、更缺乏精准性,导致农民的土地权益被损害。为此,需要在农民、集体和国家之间合理分配土地增值收益总量,切实保障农民的土地权益,提高农村集体经济组织的土地收益,积极推进农村土地管理制度根本性变革和构建农民跨期发展导向的土地增值收益分配机制。
The rural land increment income distribution is a key link in the process of rural land system reform,it plays an important role in the solid of the ruling foundation and the national stability and security.The construction of a rea- sonable rural land increment income distribution mechanism,should adhere to the people as the center, attaches great importance to and protect the farmers interests,and let farmers share more rural land increment income.However, the current dislribution of rural land increment income is lack of sharing,sustainability and precision, which is harm for farmers＇ land fights. Thus,the allocation of land increment income between farmers,the collective and nation should be rationalized, the land rights and interests of farmers should be protected,the rural collective economic organizations of land income should be improved,the rural land management system change should be promoted and the farmer＇s inter- temporal development orientation of land increment income distribution mechanism should be built.
